We are looking for an experienced, strategic, and detail-oriented Senior Procurement & Logistics Officer to lead efficient procurement processes, ensure compliance with relevant laws and best practices, and manage logistics operations effectively. The Senior Procurement & Logistics Officer will oversee the sourcing, purchasing, importation, and distribution of goods and services, act as the primary coordinator for supply chain activities, and promote cost-effective, transparent, and timely operations in full compliance with the Procurement and internal policies.
Duties and Responsibilities
- Lead the development and implementation of annual procurement plans, including market analysis, supplier identification, and sourcing strategies;
- Manage the full procurement cycle (RFQs, tenders, bid evaluation, contract negotiation, and awards) in strict compliance with the Ethiopian Public Procurement Proclamation and directives;
- Oversee supplier selection, performance evaluation, and maintenance of a reliable supplier database;
- Negotiate contracts and framework agreements to achieve best value for money while ensuring quality and timely delivery;
- Coordinate importation, customs clearance, and logistics operations, including transportation, warehousing, and inventory management;
- Monitor stock levels, forecast needs, and ensure efficient distribution of goods to various locations;
- Advise departments and management on procurement policies, supply chain risks, and cost-saving opportunities;
- Supervise junior procurement and logistics staff, providing guidance and training on procedures and compliance;
- Ensure accurate documentation, record-keeping, and reporting of all procurement and logistics activities for audit and legal purposes;
- Prepare monthly/quarterly reports on procurement status, logistics performance, cost savings, and supply chain trends;
- Handle vendor disputes, contract amendments, and risk mitigation in supply chain operations;
- Support the revision and communication of procurement and logistics policies;
- Perform any other duties assigned by the Procurement Manager or senior management.
Educational Qualification:
- Bachelor’s Degree in Logistics and Supply Chain Management, Business Administration, Management, or related fields.
Additional Skills
- Proven experience in managing tenders, contract negotiations, and international procurement;
- Strong knowledge of logistics operations, including customs procedures, warehousing, and fleet management;
- Excellent negotiation, analytical, and supplier management skills;
- Proficiency in procurement software and MS Office (especially Excel);
- High level of integrity, ethical standards, and attention to detail;
- Fluency in English and Amharic (both written and spoken); additional local languages are a plus
- Ability to work under pressure and handle multiple priorities in a fast-paced environment;
- Strong leadership, interpersonal, and team management skills.
Years of experience:
- 6+ years of hands-on experience in procurement, supply chain, or logistics, with at least 3 years in a senior or supervisory role.
